      <title>44,404 files missing! Reg Trademarks are protected but not the files</title>

      <description>The Office of the Controller General issued a Public Notice about missing of a total of 44,404 files relating to registered trade marks from different branches of the Trade Marks Registry. This Public Notice was issued in pursuance of the directions issued by the Hon&#039;ble Delhi High Court in a Civil Writ Petition.&lt;br /&gt; &lt;br /&gt;Good that the Trade Marks Registry is having critical information in digital format in respect of all these missing files such as the trade mark applied for, the name of the applicant, the address for correspondence, agent on record as available in the Trade Marks Journal and details of renewal and subsequent changes available in the electronic history records of the concerned mark.&lt;br /&gt; &lt;br /&gt;The trade mark office mentioned that it has now become necessary to reconstitute these files with inputs from the registered proprietors. It would also be in the interest of the registered proprietors to have the files reconstituted for better protection and maintenance of their marks.</description>

      <description>8 New ITOUs to be Operationalised in Next Fiscal&lt;br /&gt;The Minister of State for Finance, Shri S.S. Palanimanickam, in written reply to a question raised in Lok Sabha today, said that the Government has taken steps to operationalise 8 new Income Tax Overseas Units (ITOUs) in France, Germany, Netherlands, Cyprus, U.S.A, U.K., U.A.E. and Japan in the next financial year &lt;br /&gt;&lt;br /&gt;Two ITOUs have already been operationalised in Singapore &amp; Mauritius in F.Y. 2010-2011. These Units are not engaged in tax collection process directly. &lt;br /&gt;&lt;br /&gt;The mandate of ITOUs is to assist Indian Competent authorities, under the Double Taxation Avoidance Agreements (DTAAs)/ Tax Information Exchange Agreements (TIEAs), in its various works as well as to provide clarity on Indian taxation law in order to promote investment in India. </description>

Therefore, it has been the consistent policy of the Central Government not to interfere in the Personal Laws of the minority communities unless the necessary initiatives for such changes come from a sizeable cross-section of such communities themselves.&lt;br /&gt;&lt;br /&gt;This information was given by Dr.M.Veerappa Moily, Minister of Law and Justice in the Lok Sabha in a written reply.</description>

CLYBURN&lt;br /&gt;ON FCC MEETING TO VOTE AN ORDER PRESERVING THE OPEN INTERNET&lt;br /&gt;&lt;br /&gt;The open Internet is a crucial American marketplace, and I believe that it is appropriate for the FCC to safeguard it by adopting an Order that will establish clear rules to protect consumers access.  The Commission has worked tirelessly to offer a set of guidelines that, while not as strong as they could be, will nonetheless protect consumers as they explore, learn, and innovate online.  As such, I plan to vote to approve in part and concur in part the Open Internet Order during the FCCs open meeting tomorrow.&lt;br /&gt;&lt;br /&gt;I appreciate the hard work of my colleagues, and I am especially grateful for the commitment and dedication of Commissioner Copps, who has worked many years on behalf of consumers to ensure an open Internet.  I also want to thank the many stakeholders who have worked diligently on these issues and took the time to call, write, and visit me to convey their concerns.  I am also grateful to Chairman Genachowski, his staff, and the many others at the Commission who worked around-the-clock on this proceeding.&lt;br /&gt;&lt;br /&gt;As a Commissioner whose task is to safeguard consumers and the public interest, I will continue to watch the growth of the Internet and will applaud industry advances and milestones.       <title>Modernisation of Employment Exchanges</title>

      <description>For a long time, the Employment Exchanges have been fulfilling the objectives by carrying out various activities assigned to them, such as registration of job seekers, submission of candidates against notified vacancies, collection of labour market information and providing vocational guidance &amp; career counseling to the job seekers. However, with the passage of time, due to the shrinkage of job opportunities in organized sector, setting up of major recruitment agencies such as Staff Selection Commission, Institute of Banking Personnel Selection (IBPS), State Public Service Commissions, State Subordinate Service Selection Boards, etc., many vacancies are not notified to the Employment Exchanges. Supreme Court judgement of 1996 gave freedom to employers to advertise their vacancies to seek nominations from open market besides notification of vacancies to Employment Exchanges. A number of private recruitment agencies and web portals have also come up for recruitment, particularly, in the private sector. &lt;br /&gt;&lt;br /&gt;Up-gradation and Modernization of the Employment Exchanges (EEMMP) has been taken up as one of the Mission Mode Projects (MMP) under National-e Governance Plan (NeGP) of Government of India. The project is under finalisation. &lt;br /&gt;&lt;br /&gt;Under the project, a national web portal is proposed to be developed which will work like a virtual job market. This will contain all the data regarding availability of skilled persons on the one hand and requirement of skilled persons by the industry on the other. It will help youth in getting suitable placement and enable industry to procure required skills on real time basis. &lt;br /&gt;&lt;br /&gt;The Minister of State for Labour and Employment Shri Harish Rawat gave this information in reply to a question in the Lok Sabha today. </description>
